Smoltopia, a haven for small dogs all over the world, where they can go and live in peace, unable to be bothered by their (unrequited) mortal enemies, regular-sized derpy doggos, and those fluffy felines that live next door. You see, smol dogs think incredibly highly of themselves, seeing most of their interactions with other animals as being slights to their honor, which is why they tended to start all their fights.

Because of this trait, and the fact that every time another animal reacted to these tiny puppers' tantrums, they would get scolded for causing international incidents. So the big victims of these incidents, mostly comprising of humorous dogs and furtastic felines, decided to trick the smol dogs into starting their own nation, off on an island in the middle of the ocean, so that they wouldn't have to deal with any more mini tantrums ever again.
